The TI NDP electrical pinout is pin 1 = GND, pin 2 = VOUT, pin 3 = VIN, with the tab also connected to VOUT. The footprint's large land is numbered 4 in TI's NDP land-pattern drawing, so mapping symbol terminal 4 to the output tab is mechanically consistent. However, the symbol does not expose or document pin 2, leaving the pin-2/tab equivalence ambiguous.
