I completed the initial project inspection. The part has four terminals—pins 1/3 crystal and 2/4 ground—but the footprint appears incorrectly scaled by 1000× in Flux: nominal 0.7 mm pad offsets and 0.8 × 0.9 mm pads are rendered as 0.0007 mm and 0.0008 × 0.0009 mm.
