What remains to fully meet your success criteria
Adjust the timing values so the blink rate is ~1 Hz (right now it is ~0.706 Hz). I can do this by changing R1/R2 and/or C3 while keeping everything through-hole.
Also, note: C1 is currently used both as the 100 nF supply decoupler and as the control-pin (CV) capacitor to GND; best practice is to use a separate small capacitor for CV (typically 10 nF). If you want, I can add another through-hole capacitor for CV so supply decoupling stays dedicated.
