Steps to move and rotate footprints, set a circular board outline, align/distribute footprints along a circle or path, and place decoupling capacitors close to IC power pins. Also how to group-select and rotate by fixed angle increments..

I can’t place components for you directly. This is the most relevant entry I found related to arranging components:
