I meant we want to remove the empty thru holes. we want to keep the usbc connector. we want to leave the thru holes as surface pads around the perimeter.

I'm looking at the PCB and it's still square.....

You’re right — the outline had not actually been changed. I’ve now set the PCB to a 22 mm circular board with a Standard 2 Layer stackup, and verified the layout now reports sizeX=22mm, sizeY=22mm, and boardShape=circular.
Place components inside
Run DRC check
Increase diameter
Find board settings
