Clarifying project specifics.

No - this current setup does not appear to have any power-generation or power-output circuitry.
You’re in a part project for a simple 1x10 pin header, so Pin_4 is just a terminal on the connector, not a regulated 5 V source. The project description identifies it as a through-hole straight pin header, not a power module or regulator .
So if Pin_4 “needs 5 V power in,” that means:
  • Pin_4 should be labeled or typed as a Power In pin, not an output
  • the actual 5 V source has to come from elsewhere in the larger system
  • this part by itself does not provide that 5 V rail
The pin-sync guidance also distinguishes Power In pins like VIN/VCC from Power Out pins like VOUT .
If you want, I can help you:
  • decide whether Pin_4 should be renamed to 5V or VIN_5V
  • define its pin type as Power In
  • create an editable clone of this part so you can make that change yourself
