Yes—your switch not being tied to GND is correct for how you wired it. In your schematic, the switch is in series on the 5 V rail:

J6 VBUS (“Net 3”) enters SW1 on pin 2.
The switched 5 V rail (“5V_SW”) leaves SW1 on pin 3 and goes to your loads and bulk caps.
GND is only used by the USB-C CC pull-downs: R1 and R2 are 5.1 kΩ to GND for CC1/CC2, which is also correct.

Quick multimeter checks

Do these with power disconnected first (continuity/ohms), then with power applied (voltage).

Unpowered continuity/ohms

CC resistors:
- Measure between J6 CC1 pad and GND: ≈ 5.1 kΩ (through R1).
- Measure between J6 CC2 pad and GND: ≈ 5.1 kΩ (through R2).
VBUS A/B tie:
- Measure between J6 VBUS_A and VBUS_B pads: ~0 Ω (they’re shorted together on “Net 3”).
Switch continuity:
- Probe SW1 pin 2 to pin 3.
- In the ON position: ~0 Ω (closed). In the OFF position: open (infinite).
- If unsure which position is ON, flip it and watch the reading change.
Short check:
- Measure between 5V_SW (e.g., the positive pad of C1 or Pin 2 of J3/J4) and GND: should NOT be a short (expect high resistance).

Powered voltage checks (use a current-limited USB supply if possible)

Plug in a USB-C source.
- J6 VBUS (either A or B VBUS pad) to GND: about 5.0 V.
With switch OFF:
- 5V_SW (e.g., C1 positive, or J3/J4 Pin 2) to GND: ~0 V (may float slightly).
With switch ON:
- 5V_SW to GND: about 5.0 V.

If any reading deviates:

No 5 V on J6 VBUS with cable plugged: recheck soldering on the USB-C VBUS pins and the CC pull-downs (R1, R2).
5V_SW never gets to 5 V: verify SW1 pin 2 is truly on J6 VBUS (“Net 3”) and pin 3 is on “5V_SW”, and confirm switch continuity in the ON position.
Any short to GND: inspect for solder bridges on J6 VBUS/CC/GND pins and the switch pins.

Here’s the quickest way to verify SW1 is receiving power (with the board powered):

Set DMM to DC volts. Put the black probe on a ground pad of J6 (GND_A/B).
Check USB 5 V is present: red probe on J6 VBUS pad to ground. Expect about 5.0 V.
Check SW1 input (pin 2): red probe on SW1 pin 2 to ground. Expect about 5.0 V if the switch is getting power from VBUS.

To confirm SW1 is passing power:

Switch OFF: red probe on SW1 pin 3 (output) or the 5V_SW rail (e.g., positive pad of C1) to ground should read ~0 V.
Switch ON: the same point should read about 5.0 V.
Optional: measure between SW1 pin 2 and pin 3 directly when ON; the drop should be ~0 V.

If SW1 pin 2 is not ~5 V but J6 VBUS is, recheck solder on SW1 and the trace from J6 to SW1:2. If 5V_SW is 5 V even when OFF, look for a solder bridge shorting SW1:2 to SW1:3.
