I wasn’t able to find a direct statement that a bare “Hole” object creates an electrical connection. The closest is from the Flux Pads & Holes reference, which notes:
Hole Position
Defines the location of a drill hole in the pad, measuring from the center of the drill hole relative to the center of the pad.
In other words, a “Hole” by itself is just a drill location—it does not create copper that nets can connect to. To have an electrical connection you must place a pad (with copper annulus) rather than a purely mechanical hole.

This is the most relevant entry I found related to pad vs. hole in Flux:
“Adding a hole in Flux is similar to adding a pad. Why? Because in Flux, a hole is actually a type of pad...
Holes – also known as mounting holes, mechanical holes, or non-plated through-holes (NPTH) – serve a different function from vias. To connect a trace, polygon, or fill to another layer, use a via.”

For P2, you’ll want a plated through-hole pad (a pad with a drill hole and copper annulus) rather than a bare hole. That way nets can attach to the copper around the drill. Configure it by:
  • Setting the Pad Type to STD
  • Specifying the drill Hole Size equal to your connector pin diameter
  • Adjusting the annular ring (pad diameter) to suit your plating/FPX requirements
