Removed the unused placeholder passives: R3-R16 and C1-C20 are gone. Verified that R1/R2 remain connected on USB_CC1/USB_CC2 to GND, and C21-C26 remain connected to the input, 5V, 3V3, and camera analog rails. Updated Implementation Notes with the cleanup record.

Repacked the PCB layout: the remaining 35 components are grouped by function, connectors are edge-oriented, Zigbee is kept at the top RF edge, and there are no placement overlap or off-board issues. Reviews still show the board is unrouted with 141 airwires and 4 copper-overlap issues, so the next step is routing/cleanup.
