Recommendation
Use RV-3028-C7 as the default RTC/timer IC for this design. It directly supports the 4.5 V battery domain, has the lowest current among 5.5 V-capable options found, provides an INT alarm output, and is already available in the Flux library.
For irreversible OFF, do not rely on the RTC alone. Use the RTC alarm/INT output to trigger a one-time hardware disable path:

Notes on 10-year timing
  • RTC/calendar alarms are far more practical than RC/comparator timing over 10 years.
  • A ±1 ppm RTC error is roughly ±5.3 minutes/year, far better than the requested 80% accuracy.
  • Validate firmware/test-fixture behavior for leap years, activation date storage, and the exact year/date alarm rollover.
  • The irreversible OFF state should be latched in hardware so brownout, battery replacement, or firmware resets cannot re-enable the load.
