El condensador de 10uF debería estar conectado en paralelo a la alimentación para suavizar cualquier ruido en la alimentación de 11V. Estas son mis suposiciones y pasos sugeridos pero recuerda variar el potenciómetro hasta conseguir el Duty Cycle deseado en caso de no conseguirlo de forma inmediata.
